Élaine Chatigny
Élaine Chatigny is a fluently bilingual, truly bicultural, and proud Canadian who has worked and lived from British Columbia to Newfoundland and Labrador, with more than two decades spent in Ottawa and Montreal. She spent 14 years as a broadcast journalist covering indigenous, public service and political events in Alberta, Ottawa and Montréal, as well as senior news producer and manager, and executive with CBC/Radio-Canada Corporate Head Office in Ottawa. She is naturally curious and deeply interested in people’s stories, their aspirations, and how they see the world.
With the Federal Health Portfolio, Élaine was an innovator and leader in crisis and risk communications, was part of executive teams that managed national and international public health crises and infectious
disease outbreaks, was part of the Deputy Minister-led team that created the Public Health Agency of Canada within the federal Health Portfolio; was organizational co-lead for various Government deficit reduction, downsizing exercises, and major internal redesign and reorganization initiatives with significant human resources and financial implications.
As a life-long learner, Élaine continuously hones her leadership and professional skills through executive-level programs and is a graduate of the University of Ottawa Odell House Executive Leadership Development Program, Queen’s University Leadership in the Public Service program, and Harvard University’s T.H. Chan School of Public Health Risk Communications.
On a personal level, Élaine is a lover of the Italian language and is in her second year of Italian Language Arts at l’Université du Québec à Montréal. In the summer of 2025, she studied in Italy at the Scuola Leonardo da Vinci in Rome and Florence.
Having experienced mental and physical fatigue and ill-health in her late 30’s, Élaine began a journey of healthy living focused on physical activity and began the Learn to Run program for women at the Running Room in Orléans, Ontario in 2003. Her first 5 km race a few months later opened the door to three half-marathons and countless five and 10 km road races, all for the love of the personal challenge, the pride of finishing (when quitting was definitely appealing), and for the post-race endorphin highs!
Élaine is married to a proud Newfoundlander and shares her time between Montréal where she cares for her 92 year-old mother (a lot of card games!), her husband’s community of Garden Cove on the Burin Peninsula (sailing, fishing, and renovating a 130 year-old traditional biscuit box house), the Mistissini Cree Nation in northern Québec (cherished grandchildren) and Ottawa (beloved sister). She golfs in the summer, skis in the winter, and reads voraciously French and English language historical fiction and Italian short stories.
